PLR, or Private Label Rights, is, in essence, largely an Internet term for the purchase of digital goods ALONG WITH use rights to them (i.e. beyond just standard "personal use only" rights, the kinds of rights that most goods are generally sold with from standard retail locations). Specific licenses vary, but in the most unrestricted sense (pure unrestricted PLR), the purchaser owns not only the digital merchandise, but also all the rights and privileges of being able to do whatever he or she wants with it - re-brand it, edit and change it, take it apart and create something with the pieces, add to it, claim authorship and copyright of it, sell it where ever and how ever he or she (legally) wants to, step on it, light it on fire, etc. - you get the picture, the purchaser can do whatever he or she wants with it as if it was 100% his or hers and always had been.
Now, while the specific term "PLR" was created by Internet marketers referring to digital Internet goods, this is another one of those things where the larger concept has been around for as long as trade and commerce have been around. Fundamentally, the concept behind PLR (again, using pure unrestricted PLR as an example - license types can and definitely do vary, and we'll talk a little bit more about this in the next few paragraphs) is buying something and acquiring full ownership of all intellectual property rights along with it. As a concept, this idea has been around in business and marketing circles since long before the Internet. Heck, that is largely the idea behind Big Box wholesale stores. I can buy a 5 gallon bucket of "generic" laundry detergent, for example, and redistribute the contents of that bucket into smaller quart containers marked and fancily labeled as "Andreas's Super Duper Laundry Detergent" and sell those as my own. Again, though, this will depend on the exact product and the exact store you bought it from in the first place and what the license/policy is from that store and for that specific product.
